The Express-AM33 was constructed in Reshetnev ISS on the basis of the Express-1000H platform, according to order of the Russian satellite communications operator FSUE Cosmicheskaya Svyaz, which used to restore its orbital constellation. Discounting the payload is made by Thales Alenia Space.
