Persona-2 was designed and developed by the Progress Rocket and Space Center at the request of the Russian Air and Space Defense Forces. It is likely that the spacecraft is an optical reconnaissance vehicle. There are reports that Cosmos-2506 is equipped with laser data transmission facilities that enable the Olymp-K relay satellite to transmit operational data back to Earth.
